Good questions. I'd imagine that there are a wide range of responses possible.
The "beer definition" philosophy was to retain "Beer" as close to historical "Common Beer" as possible; balanced versus modern and historical outliers. If you are over 4% Simple Sugars; then you are likely to be doing something "Beyond Beer" that would confuse the average consumers. That could be viewed as an unstandardized beverage which would require labelling with an appropriate common name (e.g. "blend of beer and grapefruit juice").
Since many lager yeasts will be highly flocculant and tending towards leaving some small residual unfermented maltose, for example; this would encourage brewers to know their products and processes (potentially more challenging for brewers using a wide range of yeasts that they are not fully conversant with).
Otherwise; just don't add simple sugars beyond a reasonably "safe" level of perhaps 3.5% ???
Non-fermentables such as dextrins, et al; would mostly tend to NOT be "Simple Sugars"; so this issue would only tend to affect products where brewers are adding Simple Sugars; so it's not really a case of adjusting target gravities nor affecting the more complex residuals that support body and flavour.
For those at risk via the addition of Simple Sugars; there are probably users of any and all analytical methods you note.

"Sugar" is defined. I believe that this CFIA labelling concept follows the long-standing definition that NFT (nutrition facts tables) refer to.
Heavily adding simple sugars shifts the beverage out of "beer" into refreshment beverages.
Sugars
Sugars include all mono- and disaccharides, including sucrose, fructose, glucose, glucose-fructose, maltose, etc. Sugars must be declared in the Nutrition Facts table as "sugars" and expressed by their total value in grams per serving of stated size, and as a percentage of the daily value per serving of stated size [item 11 in table following B.01.401, FDR]. Calculation of the % daily value is based on the Daily Values for sugars in Part 1 – Daily values for macronutrients and sodium in the Table of daily values. Daily values are given for different age groups. When using the table, be sure to use the appropriate column.
