This is called a "neck pleat" and it comes from the can plant. This happens when the necker/flanger tooling is not concentrically aligned. As the neck is formed, the excess metal gathers more to one side of the neck, causing the pleat.
Severe examples like this one can rob the can flange of seaming stock and cause a seam leaker. Less severe examples are typically cosmetic only and are not uncommon.
Check you can pallets and you'll find them.

We have recently noticed on some of our painted 12oz.can inventory from Crown these downward gouges/deformities. It doesn't seem to have a pattern within the pallet, although I'd guess at 6-12 cans per layer. We do not suspect it is happening at the filler since it appears to be isolated to our painted cans only. FWIW we run a Palmer 12/1 rotary block with depal, gravity fed twist rinse leading into the filler, single head seamer.... Everything gets hand packed end of line and these painted brands in particular go into chipboard cartons.
Thought I would throw it out here to the experienced masses for some insights in case this becomes a larger issue for us. Appreciate any insights. db
